Grant-funded Capital Improvement Projects at UCSD 

The following provides an overview of the process for preparing and submitting applications to external agencies that seek funding for facility improvements or new construction.

Extramural entities (including federal agencies and private institutions) that provide funding programs to improve facilities typically require documentation pertaining to project scope, schedule, budget, and environmental impacts -- information which must be validated by University architects and planners prior to submittal. Further, consistent with authorities delegated by The Regents to campus officers, official submittal of any facility improvement grant proposal requires the signature of either the Chancellor or the Vice Chancellor, Resource Management and Planning. Also, if extramural funding entities require matching fund commitments, any department considering such a proposal should coordinate with and secure the concurrence of its cognizant Vice Chancellor.

The following outlines the steps for developing proposals to secure funds for facility improvements:

  • The principal investigator or department chair contemplating submittal of a facility improvement proposal should contact the cognizant Vice Chancellor (or his/her designee) as early as possible in the proposal preparation process.

  • The cognizant Vice Chancellor (or his/her designee) will then contact the Vice Chancellor, Resource Management and Planning who will assign staff to coordinate the development of requisite facility data, including space or program plan, site analysis, environmental documentation, budget, and schedule.

  • Coordination will also entail contact with the Vice Chancellor, Research if the proposal pertains to Organized Research space.
